Bulverde awards $69,106.75 contract to LCR Transport for 2026 ditch and culvert repairs

Bulverde council voted unanimously to award a $69,106.75 contract to LCR Transport for the city's 2026 ditch and culvert repair maintenance program and authorized the city manager to execute related agreement documents.

City staff presented the procurement to the council, saying bids were opened May 8 and three firms responded. "We had three bidders on the contract: LCR at 69,000, Meyer Concrete at 96,000, and Proficient Construction at 189,600," the staff member explained, and recommended awarding to LCR as the low, responsive bidder. The staff member said LCR did not include separate line items for mobilization and flagging because crews are local and already staged, which contributed to the lower total.

Council members raised routine questions about LCR's prior performance and specific safety concerns. One councilmember urged attention to a roadside hazard at the Casey Road and Gordy Road intersection, saying the vegetation and road conditions create a safety risk and asked staff to spot-check the work there. The staff member said the issue has been discussed with LCR and that the contractor will provide a plan to address the trimming and safety concern.

The council moved to approve the award and the action passed unanimously; the chair stated the vote was unanimous. The meeting record shows council had a full quorum for the vote.

Next steps: staff will finalize the contract documents and the city manager will execute the agreement. Staff also said they will provide notices to affected residents via the city's social channels and post targeted updates (for example, about work on Casey Road) as crews schedule specific work windows.
