Boyertown Area SD committee reviews KCBA proposal for districtwide 10‑year capital plan

Doctor David Heizer introduced the presentation and said the district is in the final year of its current capital plan and needs an outside partner to help diagnose building conditions, safety and programmatic needs. ‘‘This evening, I've asked KCBA to come in and present regarding a proposal they have for district wide capital planning,’’ he said.
Michael Kelly, a principal at KCBA, described the firm's 25‑plus years of K–12 experience in southeastern Pennsylvania and noted prior work for the district, including recent high‑school renovations. Kelly said KCBA's work begins with a facilities condition index that grades mechanical, electrical, plumbing, roof and envelope issues and then overlays educational-program and capacity analyses.
Ryan Orr, KCBA principal, said the firm combines operational and educational reviews into prioritization and recommended aiming for about 85 percent functional capacity as a planning target. He described a process of staff and principal questionnaires, building walk‑throughs with the firm's engineers, and an FCI study that will produce ranked recommendations and schedule options.
During questions, committee members asked whether KCBA would recommend addressing the worst problems first; Kelly said the team will provide an evaluation and an opinion on priorities but that the board retains final decision authority. Doctor Heizer told the committee the firm's fee estimate to produce the capital plan is $18,000.
KCBA proposed a short summer engagement with principals and engineers to gather utilization and condition data, with an initial update for the board targeted in late August or early September. Doctor Heizer said he would bring KCBA's proposal to a committee‑of‑the‑whole meeting for full board consideration and legislative process.
What happens next: KCBA will work with district staff on data collection and walk‑throughs over the summer and return initial impressions to the district later this summer; any formal contract or board action will be considered through the board's legislative process.
