The Select Board accepted the statutory ballot forms required for the Hamilton-Wenham Regional High School roof replacement and the town operating override on March 2.
Town staff and counsel told the board the high-school roof project has been accepted into the MSBA program; the project cost was presented as roughly $10.3 million and MSBA reimbursement for eligible costs was estimated at about 45%. Town counsel noted the debt-exclusion ballot question uses the statutory form and therefore does not include a dollar amount on the ballot itself; the operating-override ballot question does include a specific dollar amount the board approved for the question text.
Energy-manager Vicky Missoni said preliminary structural analysis indicates roughly 40% of the portion of the high-school roof being replaced is structurally "solar ready" and that the MSBA-prescribed design process assigns the project’s designer; board members pressed the school district to provide more detail on insulation levels, mechanical equipment replacements and the extent of solar readiness before town meeting.
Town counsel summarized the two-step sequence for a debt exclusion: town meeting would authorize the debt (and specify the dollar amount) and the ballot debt-exclusion question asks voters to exclude the final authorized debt service from Proposition 2½ levy limits. The board also discussed communication to voters and confirmed the finance committee will issue its recommendation in advance of town meeting.
The board approved the ballot language by roll call and directed staff and the school to provide additional cost breakdowns and tax-impact summaries for public distribution prior to the April meeting.
