El Monte approves $8.97 million in claims and several contracts, grants and project changes

The council adopted Demand Resolution No. D‑749, allowing claims and warrants and payroll for the March 16–31, 2026 payroll period, totaling $8,969,738.89. The motion was made by Councilmember Cindy Galvan and seconded by Dr. Julia Ruedas; the vote was 7-0.
Key consent actions approved included a memorandum of understanding with the Los Angeles County Development Authority to participate in the Lead Free Homes LA Program; an amendment to the SSD Alarm contract increasing the total from $179,000 to a new not‑to‑exceed amount of $209,000 (including a one‑time $10,000 camera installation payment); and an increase to a purchase order with Southeast Construction Products for street maintenance materials from $97,900 to a not‑to‑exceed $150,000.
The council also approved appropriation of Proposition 1 grant funds to ABC Liovin Drilling, Inc. for installation of groundwater monitoring wells at 4350 Temple City Boulevard for a not‑to‑exceed amount of $327,727 (contract $284,980 plus a 15% contingency of $42,747). Additionally, the council approved a three‑year contract with Clean Harbors Environmental Services, Inc. to operate the city’s household hazardous waste collection program for an initial not‑to‑exceed amount of $120,000 per year (initial term not‑to‑exceed $360,000) and authorized staff to exercise two optional one‑year extensions.
On public works, the council approved increasing the contingency for Construction Contract No. 23PW07079 with Boudreau Pipeline Corporation for the Garvey Avenue Street and Drainage Improvement Project by $1,080,000, producing a total not‑to‑exceed contract amount of $2,239,113. The council authorized appropriation from Measure R local return and Transportation Development Act funds to cover portions of the increase.
All consent calendar items were approved without recorded opposition. The council’s next regular meeting is scheduled for May 13, 2026.
