Troy finance committee backs emergency legislation to seek $150,000 CDBG allocation for Lincoln Community Center upgrades

"We are the finance committee for the city of Troy, and we are here today to provide a recommendation to council regarding authorizing the director of public service and safety to submit an application to the Ohio Department of Development for program year 2026 community development block grant," Chair Todd Seabird said at the start of the meeting.
A staff presenter identified in the discussion as Mr. Titterington told the committee the majority of the proposed allocation would go to the Lincoln Community Center to install an ADA-accessible ramp and to replace the center’s pool HVAC unit. He also said the committee plans to set aside some funds for sidewalk corner accessibility ramps near the high school campus and for fair-housing activities. "We did receive one application from Lincoln Community Center ... that is to install [an] ADA-accessible ramp as well as replace the pool HVAC unit," the presenter said.
The presenter said the total allocation being requested is $150,000, which accounts for required public-notice and fair-housing set-aside requirements and the timing between official CDBG notice and application deadlines. He told the committee, "we are requesting emergency legislation" to meet that schedule.
Committee members asked whether the deadline had passed and whether more applicants were expected. The presenter replied the deadline for this cyclical grant had passed and that CDBG allocations for this program generally arrive every two years; other grants vary by agency and announcement schedule.
After brief discussion, the committee moved to proceed and agreed unanimously to recommend that the council advance emergency legislation authorizing the application and related administrative actions. Ms. Westfall explicitly stated she agreed to move forward with emergency handling.
The recommendation is advisory to the full Troy City Council; the council will consider formal legislation and any required vote. The finance committee adjourned after the recommendation.
