Carroll County Fiscal Court approves routine business, hears department reports and conservation district request

The Carroll County Fiscal Court met March 24, 2026 and handled a range of routine and business items. The court approved meeting minutes for March 10 and March 23, accepted the financial statement for February and approved budget transfers. An attached invoice list was approved with a recorded 3–1 vote on the invoice item (Magistrate Benjie Long recorded as the lone nay).
David Rowlett of the Carroll County Conservation District presented the district’s 2026–2027 plan of work and requested the county increase its contribution to $40,000 for the coming fiscal year. County Attorney Nick Marsh also read an Arbor Day proclamation naming April 3, 2026 as Arbor Day in Carroll County.
Judge Executive David Wilhoite reported Cintas will update first-aid kits across county-owned facilities. Wilhoite also provided an update on the radio tower project: Steve with Sky High Towers reported multiple loads of fill dirt would be delivered, crane-company issues remain, and crews will begin pouring concrete for the shelter and generator.
EMS/EMA Director Mike Ratliff acknowledged a Starlink satellite donation from the Northern Kentucky Health Department and noted a local industry donated disaster supplies; Owen County has offered a trailer for storage. Jailer Daniel Rose reported ongoing jail upgrades and roof repairs following recent storms. Several magistrates raised road and park maintenance concerns and asked staff to follow up, and the court agreed to schedule a work session with Matthew Dunaway to address questions about the residential portion of a proposed Building Code Ordinance.
