County advances South 68th Street federal-aid project, approves appraisal contracts

Dalton Hoffer, Lancaster County right-of-way staff, summarized the project and why appraisal services are required. "We're doing a big road project on South 68th Street," Hoffer said, explaining that federal funding requires appraisal and review services for right-of-way acquisitions; the board approved an RL Keith Consultant agreement not to exceed $43,860.
County engineering staff then presented a Cooper Appraisal Group contract for $134,300 to conduct appraisals and acquisitions. County engineers noted schedule pressure: Pam Dingman said delays resulted from a government shutdown and an MPO meeting that lacked quorum, which together caused weeks of delay in right-of-way purchasing. Dingman added that right-of-way purchase must occur before the county can bid the project.
Both contracts were approved in separate roll-call votes. Staff said they will continue coordination with residents and the regional partners to accelerate right-of-way acquisition and seek reimbursement from RTSD for eligible approach-slab costs where applicable.
