Rutherford County planning commission approves multiple subdivision plats, defers one

The Rutherford County Regional Planning Commission on May 26 considered a string of subdivision and plat items and approved the majority after staff reported that outstanding technical comments had been addressed.
Staff planner Doug DeMasi told the commission the Richmond's Retreat preliminary plan (KW Group LLC) was in order after revisions, including a hammerhead for emergency access, and recommended approval pending construction drawings and a final plat. The commission approved the item by voice vote with no opposition recorded.
The commission likewise approved a four-lot section of the Borough subdivision (Chadwick General Contractors) after staff emphasized that the new lots will have interior access and none will access Compton Road, a state route. Wildwood Construction LLC’s two-lot bridal plat at 4868 Coleman Hill Road — which included a waiver request for a lot smaller than the county’s typical 5-acre private‑easement standard — was approved with staff conditions; staff noted a nearby fire hydrant and that disclosure and recorded plats will provide information to buyers.
A final plat for Creek’s Bend (Silver Hill Partners LLC) was approved after staff said it conforms to a 2006 preliminary approval. Staff highlighted a Tennessee Valley Authority easement running through portions of the property and required notes and as‑built surveys so future structures avoid encroachment. The motion carried with one recorded abstention (Jason Beavers); other voting members recorded yes votes.
One item was deferred. Commissioners discussed Glover’s Land (three lots off Pepper Glendale Drive), including the lack of an adequate turnaround and differing city/county street rules. A motion to defer the plat passed so staff and the applicant can resolve turnaround and access details.
