Council approves incentives package for prospective 2500 N anchor tenant in 2–1 vote

The North Logan City Council approved a business incentives package for a prospective anchor business at the 2500 North Gateway Corridor on May 6, passing the item 2–1.

City Administrator Alan Luce presented draft incentives that could include sales tax and property tax incentives, impact-fee reductions, utility-fee assistance and other development supports tied to the city’s redevelopment agency formula. Staff described the proposal as intended to attract an anchor tenant that would generate jobs and ancillary sales-tax revenue.

Councilmember Kenny Reese expressed concern about granting extensive incentives while the city faces budget pressures and questioned delaying sales-tax revenues for several years. Mark Hancey moved to approve the incentives package; Emily Schmidt seconded. The motion carried with Schmidt and Hancey voting yes and Reese voting no.

Mayor Lyndsay Peterson said staff had substantially refined the proposal through negotiations and that the development likely would not proceed without incentives; she also noted the current land produces little revenue. Staff did not provide a final tenant name or a fully executed agreement at the meeting; follow-up negotiations and approvals were anticipated.

Next steps: staff will continue negotiations with the prospective tenant and return to the Council with final incentive agreement terms and any associated conditions.
