Anoka County board adopts 2026 Annual Action Plan to seek HUD CDBG, ESG and HOME funds

The boardrecord states that Anoka County is an entitlement county for CDBG and ESG programs and participates in the Dakota County HOME Consortium for HOME funding with the city of Woodbury and neighboring counties. The Annual Action Plan reflects priorities from the county'5-2029 Consolidated Plan, and the minutes record that required public hearings occurred on April 28, 2026 and that a 30-day public comment period from April 10 to May 11, 2026 produced no comments.
The resolution delegates authority for execution of applications and certifications to the board chair (or designee) and designates the Anoka County Housing and Redevelopment Authority executive director or assistant executive director as the certifying officers for the environmental reviews. It also authorizes the Housing and Redevelopment Authority executive director to execute agreements and contracts with subrecipients and local jurisdictions (Exhibit A).
Commissioner Mike Gamache offered the resolution and the motion passed on a roll-call vote with all commissioners in attendance voting in favor. The minutes indicate no written comments were received during the public comment period. The board record notes that execution of accepted grant agreements will be required after HUD and the Dakota County Community Development Agency provide final documents.
What this means: Adoption of the Annual Action Plan allows Anoka County to submit required applications to HUD and the HOME Consortium and move forward with subrecipient agreements and environmental certification steps should federal funding be awarded.
