Crawford County supervisors approve multiple fund transfers, appointments and new public-health fund

The Crawford County Board of Supervisors on May 19 approved a series of financial motions and appointments, including multiple fund-transfer resolutions and the creation of a special public-health fund.
The clerk (S4) read minutes and resolutions from prior business, noting approval of corporate court fees for April 2026 and a seasonal hire. The board recorded passage of a motion to renew cost-allocation services with the contract amount authorized to exceed $4,450; S4 recorded that the motion “passed unanimously.” The board also approved Resolution 2026-20, moving $240,136 into the secondary roads fund and transferring $1,510,760 from rural basic into the secondary roads fund; Resolution 2026-21 (two $200,000 transfers between general and supplemental funds); and Resolution 2026-22 (a $15,000 transfer into a law-enforcement contracts account). S4 said each of those motions passed unanimously.
Why it matters: the transfers reallocate existing county dollars to cover road, supplemental and contract obligations for the fiscal year and were recorded as part of routine financial housekeeping.
The board confirmed three appointments to the Solid Waste Agency Commission. S1 announced the appointments of Jay Ford, Eileen, and Kyle; a motion made and seconded was approved by voice vote with the chair voting aye.
On IT and communications, the clerk summarized a planned VoIP phone project that will change how lines are routed and may limit internal call-transfer capability. Supervisors expressed concern about caller experience; S4 reported state support may temporarily cover costs while contracts are finalized. A motion to proceed was made and carried.
The board also approved creation of a special public-health fund (proposed fund number 0003) so carryover and program dollars can be tracked separately while remaining part of the county’s general-fund reporting to the state. S3 moved to create the fund after brief auditor guidance that the fund would remain reported within the general fund for state reporting purposes.
Next steps: supervisors scheduled a public hearing and signaled at least one budget amendment will follow to address unplanned costs later in the fiscal year. The clerk noted publication dates and the board tentatively set a public hearing for June 23.
