Owosso WWTP reports 'slightly over $10 million' lowest bid for Nitrification Tower rebuild; SCADA implementation remains

WWTP Superintendent and Board Secretary Timothy J. Guysky updated the Owosso Mid-Shiawassee County WWTP Review Board on May 26 about plant operations and capital projects, saying the plant remains fully compliant and reporting bids for a major Nitrification Tower rebuild.
Guysky told the board the plant achieved full compliance for the March–April 2026 period, and that April’s extreme wet weather did not cause operational or compliance problems. He said all three disc filters are now online though filter No. 3 required some troubleshooting, and that one secondary influent pump is out of service and currently being repaired. Guysky also said full SCADA implementation remains the most significant outstanding item for Phase I and that main electrical work was completed within the last two weeks. Grounds restoration has been completed.
On capital work, Guysky said the Secondary Clarifier project has only a few remaining items, including a sluice gate installation, and that one additional process bypass will be required in summer, necessitating use of the service units’ diesel pumps. He reported that bids for the Nitrification Tower rebuild arrived last week, with the lowest bid "slightly over $10 million." Board member R. Suchanek said the City of Owosso is pursuing funding through an appropriations request to U.S. Rep. Brian BeGole; the project is scheduled to begin this fall and is expected to be completed by 2029.
No formal board action on the Nitrification Tower was recorded at the meeting; the update was informational. The board held brief discussion but did not vote on capital authorization or funding commitments during this session.
