WWTP Review Board approves $2.34 million O&M and $432,660 replacement charges for FY 2026-27

The Owosso Mid-Shiawassee County Wastewater Treatment Plant (WWTP) Review Board voted May 26 to approve the WWTP’s fiscal 2026–27 service unit charges.
In two roll-call motions, the board approved an operation-and-maintenance (O&M) charge of $2,343,689 to be billed to service units monthly at $195,307, proportioned by metered flow; the motion was moved by R. Suchanek and supported by J. Archer and passed 3–0. The board also approved a Replacement Charge totaling $432,660 — $307,054 apportioned by metered flow and $125,606 apportioned by contract percentage — to be billed monthly at $36,055; that motion, moved by Suchanek and supported by Archer, also passed 3–0.
The charges were presented without extended discussion at the meeting. Secretary Timothy J. Guysky and board members noted that Debt Service charges are not subject to board approval under the WWTP Agreement and therefore were not voted on by the Review Board.
During the citizens’ and members’ comment period, J. Bloomfield asked how the current charges compare with last year’s amounts; Guysky did not have the prior-year figures available at the meeting, and J. Archer supplied last year’s numbers from memory. Board member R. Suchanek added that current Clean Water State Revolving Fund (CWSRF) projects have benefited from significant grant funding and principal forgiveness, with interest rates below 2 percent.
The board convened at 4:32 p.m. and adjourned at 5:21 p.m.
