Lower Paxton board approves auditor renewal, EMS contract, pension MMOs and Colonial Road signal project

At its Sept. 16 meeting the board approved multiple contract extensions and resolutions, adopted pension MMOs required before the end of September, and awarded a $490,000 contract for Colonial Road corridor signal and intersection upgrades; all motions carried.
The Lower Paxton Township Board of Supervisors approved a series of routine contracts, budget-related obligations and a traffic-signal contract during its Sept. 16 meeting.
Actions the board approved included extending auditing services with Zelenkowski Axelrod for the 2025 and 2026 audits; renewing the agreement with South Central EMS through 2027 with no cost increases; adopting Resolution 25-08 (winter maintenance services agreement) for state roads the township maintains; and adopting Resolution 25-09 to amend the township’s Right-to-Know policy and add a new Right-to-Know officer, Shelley Smith, to replace Jack Scherzer.
The board also approved Amendment No. 1 to its contract with Mullen Lonergan Associates to extend CDBG consultant services for one year to preserve HUD procurement continuity and to support preparation of the 2026 annual action plan.
On pensions, the board adopted Resolution 25-10 accepting the minimum municipal obligations (MMOs) for the police and nonuniformed employee pension plans; the manager noted the MMOs must be approved before the end of September so required contributions can be filed on time.
The board authorized HRG to act as grant writer on a state LSA grant application for a mobile and portable radio purchase for the Bureau of Fire, seeking a $1,000,000 award toward an anticipated $1.3 million project; HRG’s fee for grant-writing services was stated as $3,500.
A notable capital award approved was the Colonial Road corridor traffic-signal improvements: staff described a $490,000 low bid to upgrade the intersection west of Colonial Park Mall with new pavement, cameras, radar detection in place of in-pavement detectors, upgraded signal cabinets and battery backup. Supervisors discussed the larger corridor needs described in a 2005 transportation study and noted only one contractor bid the project; the board nevertheless voted to award the contract.
Supervisor Thompson moved and the board seconded motions on multiple agenda items; where roll-call tallies were not read into the record motions were announced as carried by the chair. For items discussed with public comment—such as the traffic-signal work and composting operations—board members requested follow-up information and historical study materials.
The board also approved several subdivision improvement-guarantee actions and released two guarantees, and it approved payment of the township and authority check registers. A billing matter for SWIF (state workers’ insurance fund) for firefighters was noted as already paid and will be ratified on the next check register.
No votes failed during the meeting and no items were tabled; board adjourned after closing announcements.
