Human Resources Manager Shelly Cisneros presented the City of Lake Forest’s required AB 2561 workforce report for 2025, saying the city had 11 position vacancies and 15 job postings as of Dec. 31, 2025, filled 11 vacancies during the year, and had 73 budgeted full‑time positions. Cisneros said the median time to fill recruitments (after excluding several exceptional recruitments) was 56 days and that the city's average vacancy rate for 2025 was about 5.9%. Staff recommended the council conduct the required public hearing and receive and file the workforce report prior to formal budget adoption.
Council closed the hearing, moved and seconded the recommended action, and recorded a 4‑0 vote to receive and file the presentation with Council Member Voigt absent. No public speakers asked to address the item during the hearing.
