County staff told the board the total project budget is $11,550,000, anticipated project costs are about $10,900,000 and the proposal leaves roughly $650,000 in project reserves. Staff said construction is scheduled to begin in June and conclude in June 2027.
The county’s asset and capital projects administrator presented the agreement and said Lineberger completed preconstruction services under an interim agreement and was recommended by the PPEA contractor selection committee after a competitive negotiation process. Representatives from the contractor — Sam Lamberger, Josh Beasley and Barbara Dooley — were in the meeting and answered technical questions about design, masonry details and ventilation.
Board members asked questions about construction details, including the design of a direct‑vent fireplace and options to reduce costs by changing masonry to alternative materials. The presenter said staff and the contractor planned to consult the structural engineer about possible changes to reduce cost while maintaining local subcontractor involvement.
A supervisor moved to adopt the resolution approving the comprehensive agreement; a second followed and the measure passed on a roll‑call vote. The motion paperwork references the county’s PPEA guidelines; staff said the board’s August 2025 interim agreement covered preconstruction work and this comprehensive agreement advances the next phase.
The project timeline and budget documents were presented as exhibits to the comprehensive agreement; county staff said the GMP covers the work in exhibits 2 and 3 but does not include previous interim agreement work or certain owner‑provided hard and soft costs.
The board’s approval clears the contract for construction to proceed according to the stated schedule. Contractors and staff said they would return with any contract amendments or changes required as construction moves forward.
