Caro City Council accepts FY 2022–23 audit, rezones parcel for church; $250 write-off fails

The Caro City Council on Dec. 4 approved the city’s FY 2022–2023 financial audit, rezoned a parcel for Living Waters Church and took several treasury actions while rejecting a requested $250 write-off of delinquent accounts.
During the opening and consent portion of the regular meeting, the council unanimously approved the agenda and the consent agenda, which included invoices and amended minutes from the Nov. 20 meeting. Councilmember Bob Eschenbacher moved to accept the FY 2022–23 financial audit; Councilmember Charlotte Kish seconded, and the audit was approved as presented (motion 23-M-241).
On a separate agenda item, the council approved a rezoning request from Living Waters Church for parcel 050004-400-2202-01, changing its designation from RA-1 to OS-1 and directing staff to update zoning maps. The motion (23-M-242, moved by Bob Eschenbacher and seconded by Emily Campbell) passed on a roll-call vote: Campbell – yes; Eschenbacher – yes; Iseler – no; Kish – no; Oedy – yes; White – yes; Mayor Karen Snider – yes.
The council then considered a treasurer request to write off delinquent accounts receivable totaling $250 because the debtor could not be located. Councilmember Eschenbacher moved and Councilmember Doreen Oedy seconded motion 23-M-243 to authorize the write-off; the roll-call vote was Eschenbacher – yes; Iseler – no; Kish – no; Oedy – yes; White – no; Campbell – yes; Mayor Snider – no. With three yes votes and four no votes, the motion failed and the $250 balance was not written off.
On treasury matters the council approved two short-term reinvestments. Motion 23-M-244 (moved by Eschenbacher, seconded by Oedy) authorized the City Treasurer to reinvest the certificate of deposit ending in 2448 at Independent Bank for 120 days at an approximate rate of 4.8%. Motion 23-M-245 (moved by Kish, seconded by Campbell) authorized reinvestment of the certificate of deposit ending in 2457 on the same 120-day term and approximate rate; both motions carried.
The council took no action on pending or tabled items and received reports from the mayor and staff before adjourning. The meeting ended at 7:13 p.m. (motion 23-M-246).
