The board opened four quotes at the meeting: M and R Backhoe ($6,900), River City Logistics ($7,800), Brooks Lawn Care ($7,880.68) and SBS Excavating ($18,900). After confirming the low quote, Adam moved to award the work to M and R Backhoe; Gerald seconded and the motion carried with the board voting "aye." The board chair directed staff to proceed with the demolition and related invoicing procedures.
A city staff member said the city will send an invoice to the landowner after the work is completed and, "If the landowner doesn't pay the invoice within 30 days, then we will submit it to the auditor to place a lien on the property." The staff member noted that for similar projects under the $10,000 threshold the city solicits quotes rather than running a formal sealed-bid process to save money.
Board members discussed available demolition budget funds and the need to transfer or appropriate additional money because the demolition fund currently contains $5,000 and the low quote exceeds that amount. The mayor asked staff to confirm contractor insurance and licensing before scheduling work; staff said they would request a certificate of insurance from M and R Backhoe.
The board's action moves the city to the implementation phase pending contractor confirmation and invoicing of the property owner.
