Staff said the operation will be carried out by the resident with no more than five nonresident employees (the petitioner expects to be the only stylist), will generate only minimal additional traffic (one or occasionally two customers at a time), will not change the dwelling exterior, and will not display signage because neighborhood covenants prohibit it. Staff also noted the Mulberry Town Council had unanimously recommended approval. The petition site has town water and sewer and the petitioner was advised that interior construction must meet county building codes and an approved state design release because the public will enter the space.
Board members expressed support for the proposal and cited prior successful examples of home‑occupation salons in the county. The board approved the special exception with the standard conditions that the permit is granted only for this petitioner at this location and is not transferable; staff will work with the petitioner on permitting and compliance.
