San Carlos highlights CMAP progress, kicks off 18‑month update to meet state net‑zero goals

Senior management analyst Akansha Chopra presented the annual report on the city's Climate Mitigation and Adaptation Plan (CMAP), highlighting 23 strategies advanced since March 2025. Notable items included the ACC rooftop solar system producing about 70,000 kWh per year (projected savings of roughly $128,000 over 20 years), a Metropolitian Transportation Commission grant to fund 18 EV chargers, 43 EV chargers financed for multifamily units to date, and the adopt‑a‑drain program which reported more than 110 drains adopted and over 800 pounds of trash removed.
Chopra said the city is kicking off an 18‑month CMAP update to chart a path to carbon neutrality by 2045 in response to AB 1279 and related state requirements. Staff noted the update will include an assessment of the city's greenhouse gas inventory, new strategies for emissions reductions and adaptation, and an updated community engagement plan; completion is estimated for January 2028.
Council members praised the outreach and local programs and asked for further detail on rebate program breakdowns and public reporting; staff said posted business names for electric leaf‑blower rebates would appear on the city's website once application processing is complete.
Next steps: staff and consultant BlueStripe Environmental will begin an inventory and stakeholder outreach and return with a public engagement plan and draft updates over the 18‑month schedule.
