Marion County commissioners approve $200,000 juvenile placement IGA, appoint Carol Lohse and adopt land‑use ordinance

Marion County commissioners met Feb. 4, 2026, in Salem and unanimously approved several routine items, including a not-to-exceed $200,000 intergovernmental agreement with Clackamas County to provide short-term residential placement services for youth through June 30, 2027.
The consent IGA was moved by Commissioner Danielle Bethell, seconded by Commissioner Kevin Cameron, and carried with Commissioners Bethell, Cameron and Chair Colm Willis voting aye. The juvenile department item was described on the agenda as a short-term placement services agreement; the contract period in the record extends through June 30, 2027.
The board also approved an order appointing Carol Lohse to the Marion County Intellectual and Developmental Disabilities Advisory Committee (IDDAC) with a term ending Dec. 31, 2029. Commissioner Kevin Cameron moved the appointment; Commissioner Bethell seconded and the motion passed unanimously.
Separately, the board adopted an administrative ordinance approving a Conditional Use / Comprehensive Plan Change, Case #24-038, for TLM Holdings, LLC. The action replaces a withdrawn ordinance (No. 1485, dated Dec. 17, 2025). The motion to adopt the administrative ordinance was moved by Commissioner Bethell, seconded by Commissioner Cameron, and carried with all three commissioners voting aye.
After a brief recess, the board held a public hearing on the needs associated with developing the 2026–2031 Marion County Community Development Block Grant (CDBG) and HOME Investment Partnerships Consolidated Plan. According to the record, no members of the public signed up to speak. Commissioner Cameron moved to close the hearing and approve a resolution recognizing that a hearing had been held and that any public comments received were entered into the record; Commissioner Bethell seconded and the motion carried unanimously.
Chair Colm Willis adjourned the session at 9:39 a.m. The meeting docket lists Steve Dickey, Karin Perkins and John Speckman as presenters on items; county counsel Steve Elzinga and recorder Brenda Koenig were noted as present in the meeting record. The agenda indicated Jan Fritz, the county chief administrative officer, was absent.
The board’s actions at this meeting were procedural and unanimously approved; no substantive public testimony was recorded on the CDBG/HOME consolidated plan at this session.
