School board approves schematic design for Carver Elementary replacement

The Chapel Hill-Carrboro City Schools Board of Education voted on May 24 to approve the schematic design for the Carver Elementary replacement project, clearing the way for design development, permitting and bidding.
District staff and the project team from LS3P Architects presented an L-shaped site plan, classroom layouts, play and outdoor spaces, and sustainability concepts. The architects said they worked to preserve existing trees and to provide improved walk and bike connections as part of the site plan. "We've really preserved a good majority of the trees on the site," one architect said during the presentation.
The schematic presentation included renderings of a gymatorium with a movable wall, a media center with an upper-level entrance, and separate outdoor play areas for younger grades. Staff said they plan to pursue selected LEED/WELL-related measures as budget allows, focus on durable materials to reduce long-term maintenance, and coordinate stormwater and light-pollution mitigation with neighbors.
Staff said the next steps include cost estimating with the construction manager at-risk, further review by the board's finance and facilities committee, permitting and a planned construction start in summer 2027. The district presented a target opening of fall 2028 for the new school building, followed by site work and removal of the old building.
A motion to approve the schematic design was made, seconded and passed by voice vote; individual roll-call tallies were not recorded in the minutes.
