Temecula approves $350,000 contract with Mission Hope to open family-bridge housing and flexible assistance

Temecula City Council approved a $350,000 contract with Mission Hope on May 26 to implement a family bridge housing program and flexible family assistance for households with children.
Mission Hope's CEO, Heather Stanford, told the council the organization has run long-term programs and a warehouse of services that provide wraparound support, and demonstrated experience with transitional housing. Under the contract, Mission Hope will operate a dedicated four-bedroom residence, provide on-site staff oversight, intake and screening, case management and housing navigation, and administer flexible emergency assistance for households who do not fit on-site criteria.
Funding: $79,000 of Community Development Block Grant (CDBG) public-service funding will be used for the dedicated property, with the remaining $271,000 coming from existing city budget reallocations. The total contract length and reporting requirements were included in the staff report; the contract passed 5-0.
Staff said Mission Hope's existing empowerment-village model and donor network will allow rapid on-site operations and that the program aims to keep family units intact rather than separating adults and children. Council asked for standard oversight and performance reporting; staff will bring back program outcomes in future reports.
