At a May 11 public hearing, representatives for Living for the Brand Cowboy Church asked the council to approve a site‑plan amendment and a variance to increase the allowable detached sign area from 100 square feet to 160 square feet.
City Manager Elizabeth Borstad said the sign meets code except for square footage; the church requests an additional 60 square feet. Jeff Gibbons, speaking for the applicant, noted the sign would operate at reduced power settings (about 80% during the day and 25% at night) and argued the size and illumination would improve visibility for passersby. Josh Brock, who lives outside the city, also supported the sign’s readability.
Residents raised concerns about flashing lights and potential nuisance impacts; DeAnn Lund specifically called out flashing lights as an issue. Cassandra Jackson said the sign would sit 30 feet from the property line. Mayor Smith closed the hearing; the caption was read for first reading of the ordinance.
