City Manager Elizabeth Borstad told the council the parcel can be replatted into two legal Single‑Family‑5 lots, and that 19 surrounding property-owner notices were mailed with no approvals or protests returned.
Applicant Patricia Brown said she had been approved to replat the land but was denied permission to place her manufactured home on the property. Family and neighbors—including Bill Burton and Linda Smith—spoke in support, saying the area contains older mobile homes and young residents should have access to affordable housing.
Mayor Aaron Smith reminded the applicant that filing a Specific Use Permit application must precede action and that a supermajority vote would be required to grant the permit. Ms. Hambrick read the ordinance caption at first reading. Ms. Brown indicated she could not attend the May 26 meeting; the item is scheduled to appear on the June 8 agenda for further consideration.
