Athens rejects bids for Cain Park courts and North Prairieville drainage after costs exceed scope

The Athens City Council unanimously rejected all bids on two public-works projects during its May 11 meeting, directing staff to notify bidders and either revise the scope or seek additional funds.
Public Works Director Shannon Easley said the Cain Park Court Resurfacing project — originally scoped to resurface four tennis courts and convert two into eight pickleball courts — encountered greater deterioration than expected after the final inspection following bid opening. Three bids were received; staff recommended rejecting all bids and modifying the scope to obtain a longer-lasting solution.
On the North Prairieville Road drainage improvements (IFB26-3201), Easley told council the lowest of two bids was about $300,000, far exceeding the $100,000 budgeted for the project. He recommended rejecting the bids so the city could either change the scope or pursue additional funding.
Councilwoman Katha Lawyer moved and Councilwoman Debra Wilson seconded both motions to reject the bids and authorize the city manager to notify all bidders; both motions passed unanimously.
Next steps: staff will consider scope modifications or alternative funding strategies and return recommendations to council.
