Committee members resumed consideration of Communication 118.5, the third-quarter reallocation report from Human Resources. The item had been tabled earlier in the meeting and later removed from the table for discussion and Q&A with HR and police leadership.
Human Resources Director Summer Jay Tokihiro explained the two main categories in the report: "temporary reallocations for recruitment" (used to broaden applicant pools by recruiting at a lower classification level) and "reallocations with no additional cost," which can represent routine temporary promotions or assignments. Director Tokihiro said these temporary allocations are renewed annually.
Deputy Chief Bird, speaking for the Hawaii Police Department, described the police practice behind one large category in the report: temporary promotions to PO3 for specialized assignments (vice, traffic enforcement, etc.). He said officers selected for those assignments can remain in PO3 roles for up to five years, with extensions up to eight years, and the positions are used to provide specialized experience and promotional opportunities.
Members pressed staff on the budgetary effects seen in the report’s monthly and annual cost columns: why some reallocations show positive cost entries while others appear in parentheses as savings. Finance Director Diane Nakagawa and HR explained the variance depends on the individual incumbent’s salary step at the time of reallocation and therefore the net effect differs by position.
The committee voted to close the file on Communication 118.5. The clerk initially announced 9 ayes, then clarified the record to show 7 ayes and two absences (Miss Kalimba and Miss Villegas) before confirming the motion carried.
