Douglas County staff, state DMV leaders mark CORE21 system upgrade

Douglas County Clerk and Recorder Sherry Davis and state DMV leaders on May 26 highlighted the Colorado CORE21 motor vehicle operating system upgrade, completed in February 2026, and credited multi‑agency collaboration for a smoother launch.
Davis told commissioners that Douglas County staff participated in requirements gathering, testing and training and that county motor vehicle staff completed nearly 900 tests before the February launch and more than 140 hours of post‑launch meetings. "When you're not at the table, you might be on the menu," Davis said, describing the county's involvement in the statewide effort.
Electra Bussell, senior director for the Division of Motor Vehicles in the Colorado Department of Revenue, said the project took 53,000 hours of development, 11,000 tests and more than 200 active testers statewide; she also noted Douglas County completed a large share of testing. State and county staff acknowledged that large IT upgrades can have issues but said collaboration reduced public service disruptions.
Commissioners thanked the county motor vehicle team for its work and for temporary staffing used during the launch. The recognition included remarks from other county motor vehicle leaders and an invitation to county staff to stand as their contributions were acknowledged.
