Rockdale council approves parking, noise and multiple development actions; city to fund urgent sewer fix

At its November meeting, Rockdale's council adopted ordinances on parking and noise, approved a range of plats and variances, OK'd funding for a sewer repair, authorized TxDOT street closures for the Christmas parade, and advanced the Republic Ridge subdivision (PID/TIRZ actions).
Rockdale's city council on Monday approved a series of ordinances, variances and development agreements that together reshape several pieces of local policy and cleared a number of development items on the consent and action agendas.
The meeting began with routine opening items and public comment before moving into a slate of formal votes. Council approved the consent agenda unanimously and then took up ordinance and resolution items.
On second reading, the council adopted an ordinance restricting parking on unimproved surfaces while preserving a grandfather clause for existing nonconforming situations; staff and council removed language allowing towing and said enforcement would rely on notices and fines enforced through court. The council also approved amendments to the city's open/outdoor storage rules (which add a temporary-sales permit option and exempt schools and nonprofits from fees) and adopted a revised noise ordinance setting daytime and nighttime decibel thresholds and preserving exemptions for central/downtown events and the fair.
Council adopted a resolution prohibiting the use of TikTok on city-owned electronic devices to comply with recent state regulations and authorized the city manager to sign a contract with TxDOT to temporarily close state highways for the Rockdale Community Christmas event and parade.
On land-use matters the council approved a string of plats and variances: a tree-replacement variance for a proposed Dollar Tree site; a side-setback variance so a homeowner can build at 633 West Cameron; a final plat for an AutoZone site (with a related sign variance approved subject to monument-sign guidance); a final plat for a church site on Calhoun Street; and several minor variances associated with a small lot on West Bell. Staff told council that each plat or variance met the criteria under the city's code or was justified by special conditions on the property.
The council also authorized a $6,383.92 change order on the Alpha Paving contract for the resurfacing of O'Kelly Street so the contractor will perform additional milling and assume related liabilities.
Notably, after a lengthy discussion about a damaged sewer lateral serving a downtown bookstore, council authorized the city manager and public works to proceed with repairs at 202 West Cameron. Under the council motion the city will pay for installation of a grinder pump, the force main and the tap to restore service; the property owner will pay for electricity and the ongoing operation/maintenance of the pump. Staff said they will continue to pursue TxDOT and its contractor for cost participation.
Finally, after executive session the council approved a series of actions tied to the Republic Ridge subdivision: a developer deposit and reimbursement escrow agreement, a development agreement for a 234-lot subdivision (including off-site sewer improvements and road work), second reading of PUD zoning, and a contract with P3 Works LLC to assist with creation and administration of a Public Improvement District and a tax increment reinvestment zone. Public hearings were set for required PID/TIRZ actions.
Most motions on the night passed unanimously as recorded on the meeting floor; where debate occurred it centered on implementation detail and staff responsibility for follow up. The council adjourned at about 8:52 p.m.
