County council approves police staffing shift and Lone Wolff Park easement; 2 ordinances pass

The St. Charles County Council on May 11 approved two ordinances, both on final passage, affecting county staffing and park property.
Bill No. 5487, sponsored by Councilman Mike Elam, amends the 2026 budget to transfer a Training Coordinator position in the St. Charles County Police Department from Bureau 8100 to Bureau 8400 "to reflect the St. Charles County Police Department's current organizational structure." The motion passed on a roll-call vote with five in favor and two absent (Councilman Matt Swanson and Councilwoman Patti York). Council Chair Mike Elam requested the recorded vote; the clerk recorded votes of yes from Councilmen Joe Brazil, Mike Elam, Dave Hammond, Terry Hollander and Tim Baker.
Also on final passage the council approved Bill No. 5488, another ordinance sponsored by Mike Elam authorizing the County Executive or his designee to execute a temporary construction easement with the City of St. Peters for a portion of property located in Lone Wolff Park. That measure passed by the same 5–2 showing recorded earlier.
Both votes were taken without extended debate during the meeting. The adopted ordinances will be implemented according to their text and standard administrative procedures of the county.
