The Dickenson County Board of Supervisors voted to designate the county administrator as the certifying officer for Community Development Block Grant (CDBG) project 24UN06, a grant application to secure permanent fixed‑mount generators for inaccessible public safety authority sites in Clintwood.
County Administrator (role stated in the meeting) told the board the paperwork received from Cameron Plateau PDC includes a "designation of certifying officer and environmental responsibility certification," which "basically gives me as county administrator the authority and designates me as a certifying officer responsible for all activities associated with the environmental review process to be completed in conjunction with the CDBG project number 24UN06." He said the step was needed to keep the project moving through required environmental reviews.
Supervisor Kiser moved to designate the administrator as certifying officer and the motion was seconded and approved by voice vote.
The application follows flooding in February 2025; the grant program through the Department of Housing and Community Development (DHCD) supports urgent community recovery needs. The designation allows county staff to complete the environmental review and other pre‑award requirements so the project can proceed toward procurement and installation once funding is awarded.
