Gary Schwartz summarized the edits, saying references to the town manager were removed and policies were clarified so the chief reports to the territory board rather than the town council. Schwartz said the territory negotiated multiple sessions with the union to align vacation and time-off rules with territory operations.
On comp time, Schwartz said the manual sets a maximum 48 hours of comp-time carryover: "It's a $48 as the maximum carryover on comp time," he said, clarifying that once an employee reaches the cap they cannot accrue additional comp time and excess hours must be paid as overtime.
A committee member made a motion to approve the revised policy manual and the board approved it unanimously. The board directed administrators to finalize the manual text to replace references to the town with territory-specific language and to publish the updated manual.
