Greenville council approves grants, event permits, adopts resolution opposing state zoning preemption bills

Greenville City Council on April 7 voted unanimously to authorize city staff to submit Match on Main grant applications for two local businesses, approve a downtown street closure for a July event, adopt routine payroll and accounts-payable reports, and adopt a resolution opposing a group of state zoning preemption bills.
Councilperson Mangus moved to authorize submission of Match on Main grant applications to the Michigan Economic Development Corporation on behalf of Morning Glow Coffee, LLC and La Bridal Loft, LLC; Councilperson Seppala seconded and the motion was unanimously adopted. The agenda noted three grant submissions had been reviewed with two recommended for city authorization; the council authorized the City Manager to sign application documents on the city's behalf.
Councilperson Seppala moved and Councilperson Johnson seconded approval of a street-closure request from the Greenville Area Chamber of Commerce for "Party on Lafayette" on Saturday, July 18, 2026. The council approved the requested closures (effective 1:00 p.m.–8:30 p.m. on event day) without amendment.
The council also adopted routine consent-agenda items by unanimous vote. The Consent Agenda included approval of minutes for the March 17, 2026 meeting; payroll reports of $192,381.82 (period ending March 14) and $205,251.12 (period ending March 28); and an accounts-payable report totaling $3,404,628.75 for the period ending March 31, 2026.
On a separate motion, Councilperson Johnson moved and Councilperson Barrus seconded adoption of Resolution No. 26-06 opposing Michigan House Bills 5529–5532, 5581, 5582–5585 and related zoning preemption legislation. The council adopted the resolution unanimously.
Councilperson Johnson moved to adjourn at 7:51 p.m.; Councilperson Seppala seconded and the meeting concluded.
