The Weather Bureau Planning and Zoning Board on Feb. 17 approved the Carroll Crossing Section 4 preliminary plat (Carol Crosson), a 4.193‑acre site at Jeremy Lane and Church Street proposing 23 units: 11 duplex lots (two‑family) and one single‑family detached lot.
Planning staff said the site is zoned R‑8 conditional and that a special‑use permit for single‑family attached uses was obtained on July 16, 2024. Staff noted the preliminary plat has received technical‑review committee approval and recommended board approval, subject to the standard condition that construction drawings and a final plat must be submitted and approved before construction.
The board voted in favor of the preliminary plat by voice vote. Staff said, as next steps, the developer will submit construction drawings and then a final plat before starting on‑site work.
Staff also used the meeting to report a busy local development market in Winterville: projects cited included the final phase of La Grande, ongoing phases at Eli’s Ridge and Cornerstone, and some commercial openings. Staff told the board the town is seeing strong developer interest but a shortage of available residential lots.
