Town planning staff recommended the Stella Little parcel at the NE corner of Davenport Farm Road and Reedy Branch Road be rezoned from agricultural residential to an R‑6 conditional district, and the Weather Bureau Planning and Zoning Board moved to recommend approval on Feb. 17.
Steven (planning staff) told the board the 25.055‑acre site neighbors Pitt Community College and regional commercial uses. Staff said the applicant (Lennar Carolinas LLC) proposes single‑family detached uses, a 10% open‑space minimum and dedication of a 70‑foot right of way at construction drawing time to allow a future Doctor Fulford/Fire Tower connection. Steven described ongoing discussions with NCDOT and said dedicating the right of way aims to facilitate future traffic relief for the area.
A local church representative, Levi Smith Sr., spoke in support of the rezoning, saying the plan would include about 76 houses and expressing the church’s support. Sarah Van Every of McAdams, representing Lennar, asked for the board’s support and said the applicant will continue to coordinate with staff, NCDOT and Pitt Community College on transportation issues and right‑of‑way timing.
Board members raised traffic concerns, noting a prior denial of a separate R‑6 rezoning in the area because of high traffic impacts; Steven said conversations with NCDOT about rerouting Reedy Branch are recent and that any formal DOT review will occur at the construction‑drawing stage when the agency examines turning‑lane or other requirements.
The board made the standard consistency and reasonableness motions and approved the recommendation; the transcript records that the vote passed with one member opposed. The recommendation will be forwarded to town council for a public hearing.
