The Waynesville Town Council voted May 26 to authorize staff to negotiate a contract with McMillan, Pardon & Smith (MPS) to prepare a USDA preliminary architectural report (PAR) and to provide remaining architectural services for a proposed new fire station (Station 2).
Staff said six firms responded to the RFP; a selection committee interviewed three finalists and recommended MPS as best aligned with the project requirements and USDA funding expectations. The PAR is a required USDA preliminary report (estimated $60,000–$100,000) that will set the project budget; staff had tentatively set aside $6 million as a working project budget but said MPS’s PAR could revise that figure down (to an example near $4 million) or up depending on defined scope.
Council members and fire leadership discussed schedule expectations: staff estimated USDA approvals and PAR work could take about six months to free up USDA funds, with construction potentially beginning in 12–18 months and a broader timeline to full project completion of roughly three years depending on funding and permitting. Council authorized contract negotiations and asked staff to return a finalized contract for council consideration.
