The Winterville Town Council voted to hire an engineer to survey the expansion area at Winterville Cemetery after staff reported only one bid for road, curbing and drainage work.
Cliff McGuffin, who has been coordinating cemetery pricing, told the council the town had received one bid and that other companies wanted the site surveyed by an engineer before they would bid. McGuffin said the single bid from Trip Brothers was initially quoted at about $256,000 and later corrected to $257,919.50.
Council members raised concerns about drainage, long-term quality and the sensitivity of the site. Councilwoman Hawkins moved to have the town hire an engineer to conduct a survey of the expansion area; another council member seconded the motion, and the council carried it.
Staff said an engineer’s survey would allow the town to obtain additional bids and provide more competitive pricing. Staff also told council members they would try to expedite the survey and notify the council by email when they have a timeline.
The council asked staff to return next month with a reminder about new regulations that will govern the cemetery expansion area. Staff cautioned that the new regulations may differ from historical practice and that some residents may not favor all changes, but that the council had previously approved the regulatory direction.
Next steps: staff will arrange for the engineering survey of the expansion area and pursue additional bids; council will be updated by email on timing and will receive regulatory reminders at the next meeting.
