Planning Commission finds 243‑acre Musser conservation easement in accord with Comprehensive Plan

The Wythe County Planning Commission unanimously recommended that a 243.326‑acre parcel owned by Earnest C. Musser IV be placed in a conservation easement with the Virginia Outdoors Foundation, saying the proposal is in accord with the county Comprehensive Plan.
County Planner Lisa Shelton introduced the request, noting the parcel sits in the Black Lick magisterial district and is adjacent to the George Washington and Jefferson National Forests. Harry Hibbitts, Regional Conservation Director with the Virginia Outdoors Foundation, answered commissioners’ questions about what activities the easement would allow and how the foundation would manage and monitor the property once it is encumbered.
Commissioner Christopher C. King moved that the commission find the proposed easement is consistent with the county’s Comprehensive Plan; Commissioner Susan M. Branscome seconded the motion and it passed unanimously.
The action is advisory to the Board of Supervisors; the Planning Commission’s role was to assess consistency with the Comprehensive Plan and to record any concerns for the county’s record. The applicant’s parcel size (243.326 acres) and adjacency to national forest lands were noted by staff and the VOF representative as relevant conservation considerations.
