Planning commission finds 243-acre Virginia Outdoors Foundation easement in accord with county plan

The Wythe County Planning Commission on May 4 voted unanimously to state that a proposed conservation easement for a 243.326-acre parcel in Black Lick Magisterial District is in accord with the county Comprehensive Plan. The parcel, offered to the Virginia Outdoors Foundation (VOF) by Earnest C. Musser IV, sits adjacent to the George Washington and Jefferson National Forests.
County Planner Lisa Shelton introduced the item and described the parcel's location and adjacency to national forest lands. Harry Hibbitts, regional conservation director with the Virginia Outdoors Foundation, answered commissioners’ questions about what landowners can and cannot do with a property placed in a VOF conservation easement and about long-term stewardship responsibilities.
Christopher C. King moved to find the easement proposal in accord with the Comprehensive Plan; Susan M. Branscome seconded. The motion passed unanimously.
The decision at the Planning Commission is a local consistency determination; ownership of the land remains the private owner's decision and any final conservation transaction will be completed through VOF's legal process. The commission did not record conditions attached to its finding at the meeting.
