County approves residential treatment contracts and hears DSS caseload and homelessness figures

Tracy McCaughey, presenting for the Department of Social Services, asked the committee to authorize contracts with various residential treatment centers for specialized placements of children in county custody for the term July 1, 2026, through June 30, 2027, with rates set by the state. The resolution was moved by Mr. Pangrazio, seconded by Mr. Wester and carried.
McCaughey also reviewed March program statistics. Temporary Assistance, SNAP and Medicaid application activity and processing timeliness were presented; the minutes note TA processing timeliness at 65 percent and SNAP at 95 percent. Family Assistance and Safety Net caseloads were reported along with total Medicaid case counts by program type. DSS noted modest month‑to‑month caseload declines in several categories.
Staff reported on homeless services: there were 709 total shelter nights during the month, with 25 clients in temporary housing at month‑end, five Code Blue hotel stays and 109 warming center nights recorded. Diversion to family or friends was used in two cases and five clients obtained secured permanent housing in the month.
Child Protective Services activity was highlighted: 57 new primary investigation assignments were recorded in March. Foster care metrics showed 17 active foster care cases and 25 children in DSS custody, with placement types and admission/discharge counts provided.
The committee approved the resolutions on contracts and recorded motions as carried; the minutes do not include roll‑call vote tallies. DSS additionally listed staffing hires, training initiatives, and open position requests that will continue to affect service capacity.
