Milton Board of Civil Authority sets 2026 election dates, authorizes early processing of absentee ballots

The Town of Milton Board of Civil Authority prepared the town’s election operations for 2026 at a special meeting on Feb. 4, confirming the voter checklist, approving a source list for election workers and authorizing early tabulation of absentee ballots.
Town Clerk Kristin Beers confirmed that she had emailed the board the additions and changes to the voter checklist required under 17 V.S.A. §2144b(d). She reviewed the 2026 election calendar — Town Meeting Day on March 3, state primaries on Aug. 11 and the general election on Nov. 3 — and asked justices of the peace to sign up for Town Meeting Day shifts and complete annual health-declaration forms.
Under state law the BCA must appoint a sufficient number of voters to serve as assistant election officials. Brenda Steady moved to approve using Milton’s full list of registered voters as the pool from which the Town Clerk will hire workers for Town Meeting Day; Denise Hughes seconded and the motion passed.
The board also authorized election officials to deposit early absentee ballots into the tabulator in accordance with 17 V.S.A. §2546a on Friday, Feb. 20 (if needed) and Friday, Feb. 27. Michael Morgan made the motion, Leland Morgan seconded, and the board approved the measure. Clerk Beers said pre-processing typically runs from about 9 a.m. until noon and noted that ballots are expected to be available by Wednesday, Feb. 11, with a lobby booth set up for early voting.
Beers reviewed standard election procedures and reminders: candidates are not eligible to serve as election officials; voters must check in before feeding absentee ballots through the tabulator; when counting write-in votes, deceased or fictitious names should be recorded as blank votes; and differing spellings of a name should be listed separately.
Wendell Noble moved and Charles Barsalow seconded approval of the BCA minutes from Aug. 20, 2025. The board approved the minutes; Brenda Steady recorded an abstention.
The meeting adjourned at 6:22 p.m.
