St. Anthony Village council approves 2026 agreement with Northeast Youth and Family Services

On Jan. 13, 2026, the St. Anthony Village City Council voted 5-0 to approve Resolution 26-015, adopting a 2026 professional-services agreement with Northeast Youth and Family Services (NYFS). Angela Lewis-Dmello, NYFS president and CEO, presented the organization’s FY2025 statistics, funding picture and a slate of new services before the vote.

Lewis-Dmello outlined NYFS’s mission and “transformational model of care,” and reviewed FY2025 client demographics, funding and expenses. She described new services included in the 2026 work plan, including criminal-legal advocacy, early childhood mental-health services and new group offerings. Councilmembers praised the agency during discussion. “NYFS success rate is remarkable,” Councilmember Nadia Elnagdy said. Councilmember Jan Jenson said it was “a privilege for me to serve on the NYFS Board of Directors,” and Councilmember Lona Doolan recognized the agency’s growth and noted a separate agreement with the local school district.

Motion by Councilmember Lona Doolan, seconded by Councilmember Nadia Elnagdy, carried 5-0 to approve Resolution 26-015, authorizing the 2026 agreement between St. Anthony Village and NYFS. The record provided a NYFS presentation, brochure, FY2025 report and the proposed Saint Anthony Village–NYFS Agreement 2026 as materials furnished to the council.

The approved agreement continues the municipality’s contractual relationship with NYFS to provide mental-health and community programs that the council described as serving local needs. The council did not set an effective date in the meeting minutes; implementation steps and reporting requirements are in the agreement materials on file with the city clerk’s office.
