Council asks staff to study making Tamale Festival a city‑sponsored downtown event

The council asked staff to review operational impacts, estimated costs, potential sponsorships, permitting needs, risk management and whether downtown would be an appropriate preferred location.
Councilmember Guzman, who brought the item forward, said the festival was intended to showcase Hispanic culture and create a family‑oriented event rather than a for‑profit promotion; she reported vendors sold out and that organizers moved extra product to meet demand. Council members asked staff to include options that would either have the city present the festival directly or contract operation to a third‑party promoter, and to evaluate impacts on downtown businesses.
Staff estimated about 30 hours of staff time to complete an initial operational analysis and will report back with budget impacts, funding options (including sponsorship), permitting considerations and possible sites. Several councilmembers recommended prioritizing downtown business involvement if the event is held there; one suggested incorporating the festival into the Glendale Glitters weekend as a kickoff or adjacent event.
