One council member asked for a detailed appropriation report showing what has already been spent and what remains in each line before final adoption.
President Groves moved the first reading; the motion passed on a roll-call vote of 6-0. Council members said they would revisit the measure at the required subsequent reading and may schedule public information or a hearing if additional detail is needed.
