Winston Council approves Parkway pump-station upgrade, tractor purchase and park-fee waiver

Winston’s City Council on Sept. 2 voted to approve a set of routine and urgent municipal actions, including a contractor agreement to repair the Parkway wastewater pump station, the purchase of a replacement tractor for public-works duties, a one-time park rental fee waiver, and acceptance of a business license.
The council passed Resolution 25-1199 authorizing the city manager to contract with Medea Development LLC for Parkway pump-station improvements for an amount not to exceed $191,400 and declared the work an emergency so the procurement can proceed without the full competitive-bid timeline. Public Works staff said the station has failing pumps and VFDs and that bypass pumping costs are already accruing. “We purchased that 85 horsepower pump last year,” the Public Works Director said, adding that crews have been bypass pumping to keep the station operating. City administration said preliminary FEMA discussions indicate the city may be eligible to recoup roughly 75% of eligible recovery and mitigation work, and it scheduled a follow-up meeting with FEMA for Sept. 11.
The council also approved Resolution 25-1198 to authorize the purchase of a 2025 Kubota front-loader tractor for repairing and maintaining public spaces for an amount not to exceed $28,282.07. Staff said the machine will replace a 2001 tractor that lacks front-bucket capability and will allow use of the brush hog and other attachments previously limited by size. The council approved the equipment purchase on voice vote.
Separately, the council voted to waive the $350 rental fee for Riverbend Park for a private celebration of life held Aug. 2 for local musician Darren Breeding. The requester, Rhianne Rutledge, asked the council for full or partial relief of the fee; the council approved a full waiver.
The council also accepted a business license application for Ferrell Gas (Teddy Burns / Aegis) and approved it by voice vote.
Next steps: staff will execute the pump-station agreement and begin ordering parts; administration will meet with FEMA on Sept. 11 to review potential reimbursement. The council recessed to executive session later in the evening and adjourned at 7:49 p.m.
