Pulaski County court advances budget process, approves 2026 amendment and opens first reading of $61 million 2027 budget

Pulaski County's finance team presented several routine finance items and advanced the county's budget process during the court session.
Miss Chris asked the court to approve April bank reconciliations and the treasurer settlement report; both were approved by voice votes after motions and seconds from court members.
Miss Chris then presented the second reading of a 2026 budget amendment; the court approved the amendment after being told that certain transfers were excluded from the amendment filing. She also gave a first reading of the proposed 2027 budget and noted the county's planned budget increase: "It's at about 60,000,000 plus right now... it was 49,000,000 last year, and it's 61,000,000 this year," she said, attributing growth primarily to carryover dollars. The court approved advertising the first reading; staff said finalization would occur in June so the budget is ready by the July 1 start of the fiscal year.
Finance also introduced an annual standing order that preapproves routine payments — debt-service payments, utilities, leases, grant drawdowns and quarterly transfers — so those payments do not need separate court approval each time. The court approved the standing order by voice vote; finance staff said those expenditures will continue to appear on financial statements.
Next steps include public notice and a second reading for the 2027 budget ahead of the statutory deadline to adopt a final budget prior to July 1.
