Raleigh officials outline shift to flood-risk reduction, green infrastructure

Raleigh is shifting its flood-management strategy from trying to prevent all flooding to reducing flood risk, limiting property impacts and improving early warnings and response, city stormwater staff said.
"So stormwater is rain that doesn't soak into the ground and then runs off into creeks and rivers," said Wayne Miles, engineering services assistant director for stormwater, describing the basic mechanics that make urban areas vulnerable to fast, damaging floods. He and other staff emphasized that denser development and impervious surfaces make runoff and creek responses faster and more volatile.
Why it matters: Crabtree Valley Mall sits in the Crabtree Creek floodplain and drains a highly urbanized watershed; staff said channelization and reduced channel capacity mean moderate rainfall can raise water levels quickly. City staff noted that past mitigationincluding upstream flood-storage reservoirs such as Lake Crabtree, Shelley Lake and Lake Lynnhave helped but not eliminated flood risk, a situation worsened by increasingly intense storms.
What the city is doing now: Staff described a layered approach. Miles and colleagues highlighted green stormwater infrastructure (GSI) that promotes infiltration rather than rapid runoff, along with expanded monitoring and early-warning systems. An engineering supervisor said the city has added stream and rain gauges, automated flood-warning signs with sensors and cameras to monitor vulnerable locations; staff estimated there are about four cameras monitoring the mall area.
For severe events, the city uses operational responses: staff said Lake Johnson on Walnut Creek is managed as active flood control. "If we have enough events, notice enough warning for larger storm events like hurricanes ... we'll start lowering the lake prior to that storm event," an engineering supervisor said, adding the drawdown can take roughly three to five days so the lake can capture incoming runoff and reduce downstream flood risk.
The city also pointed to planning and programs. Staff described watershed computer models used to locate flooding and determine fixes (for example, upsized pipes or culverts), voluntary buyout offers to owners of repeatedly flooded properties and a Program for Public Information that assembles stormwater staff, city staff, residents and professionals to co-design outreach and evaluate results.
Insurance incentive: City staff said Raleigh recently entered the National Flood Insurance Program's Community Rating System and achieved a Class 5 rating. "An annual premium discount of 25% each year is what the city has been awarded," a stormwater staff member said, describing that as a direct benefit to policyholders.
Public involvement and resources: Staff urged residents to learn whether their address lies in a flood-prone area and to use the city's online mapping tools. The city encouraged people to sign up for notifications and to visit raleighnc.gov (search "flooding" or "podcast") for maps and information.
