Resident urges density caps on PDDs as Malta readies Aug. 20 zoning workshop

Resident Kathleen Mason urged the Town of Malta to limit the density that developers can gain through planned development districts (PDDs), citing examples in nearby Saratoga Springs and Wilton and asking the town to adopt similar percentage caps.
"We are asking the town of Malta to put a similar density cap on PDDs," Mason said, noting that PDD applications typically request more density than current zoning allows and that clearer standards for required public benefits are needed.
Supervisor Young told the room the board will circulate the materials that will be discussed at the PDD workshop before the meeting. Young also announced a series of zoning workshops: a PDD/solar/battery-storage/chickens workshop on Aug. 20 at 4 p.m., a general rezoning review (chapter 167) on Aug. 27 at 4 p.m., and a downtown/form-based zoning workshop on Sept. 4 at 4 p.m.
The board also acted to set a public hearing on a rezoning request connected to the State Farm Plan Development District: a request from Mr. Rosenblum to rezone two properties on Route 67 east of Mohawk Chevy to C-7. The board voted to set a public hearing for Aug. 25 at 6 p.m. and to refer the proposal to the Saratoga County Planning Board.
Why it matters: Mason told the board residents want clearer limits and measurable public benefits when the town considers exceptions to the zoning code. The upcoming workshops are the forum the board identified for those policy changes and public input.
