West Frankfort closes STP disinfection project under budget, approves final contractor payments

The West Frankfort City Council approved final contract paperwork and several project payments tied to the city’s STP (sewage treatment plant) effluent disinfection project at its Jan. 13 meeting.
Staff presented change order No. 4 to finalize the project; the change order adjusts contract time to actual dates and reduces the total contract price by about $16,000. The consultant explained that funding agencies (including a DCEO/IETA funding partner) asked the city to establish a final contract amount and that pursuing liquidated‑damages litigation was not considered worthwhile. Council approved the change order and the item was recorded as paid from the sewer utility.
Council then approved contractor estimate No. 8 — a final payment of $112,791.33 to Haier Plumbing and Heating — with staff noting two funding streams and that the city expects reimbursement from IETA and other sources within 30–45 days. The council also approved a $1,000.30 construction engineering bill to Brown & Roberts and an $8,000 payment to Midwest Petroleum and Excavating for repairs to the STP grit classifier. Several Loch Mueller Group invoices for phase 2 engineering services related to an I-57/Illinois 149 interchange modification were also approved; staff said those costs are 80% Build Illinois grant funded and 20% TIF.
Council members emphasized the work puts the project into final paperwork status and that the final contract amount came in under the originally authorized total.
