West Frankfort council accepts a sealed bid and votes to solicit bids on other surplus lots amid debate over senior parking

The West Frankfort City Council accepted a sealed bid and voted to solicit bids for additional surplus lots during its Jan. 13 meeting.

Council members opened three sealed submissions for city property; staff identified two submissions as intended for other lots and confirmed a single valid bid for the Hayes and Cherry parcel from Corey Ray Stubblefield for $1,650. The council moved to accept that bid and approved it by roll call with all voting members in favor.

Separately, the council considered publishing notice to invite bids for parcels at 303 and 305 East Poplar. Discussion centered on whether the city should retain a lot to provide parking for Old King Cole events and senior citizens, or sell the lots to reduce tax burden and encourage private development. One councilmember warned that converting the parcel to gravel and using it for parking could create liability if someone tripped, saying, “guess who's gonna get sued?” and citing potential exposure for the city and event committee. Another councilmember noted local businesses had expressed interest in buying the lot to develop a building that would generate tax revenue.

A motion to advertise the Poplar parcels for bids passed on a roll call vote, 4–1, with Commissioner Stanley recorded as the lone no. Staff noted bids would be due by Feb. 24, 2026, and reminded the public that signs will be posted when properties are for sale. Councilmembers also explained that, per Robert’s Rules, tabling a matter indefinitely would remove it from future consideration if not brought back before the end of the next meeting.
